IPEN is keen to spread good practice models for training of permaculture teachers.
Rosemart Morrow’s work in this area is highly respected.
The UK’s ToT (Training of Teachers) courses are also highly regarded. The UK Education Working Group is also looking at developing a Teacher Training curriculum, and certified teacher training.
Denmark is connecting teacher training with its LAND Centre system.

Agree about Rowe – there is a typo in her name
Would be good to reference her “Permaculture Teaching Matters” manual and maybe how to access the PDF of that book.
Also I see that in 2018 especially there seemed to be a huge increase in the number of teacher trainings on offer. A bit of a bandwagon? Good to have them happening but a sense of who specialises in what would be useful
